Cluster and Network Evaluation (CNE)
What is the method used for and for whom is it suitable?
Cluster and network evaluation (CNE) is an instrument for evaluating networks and clusters. It refers to the cluster policy itself, the network management and the cluster actors. Using a mix of methods including surveys, interviews and workshops, both short-term and medium to long-term results on various cluster and network-specific issues are measured. The cluster and network evaluation is aimed at political decision-makers as well as cluster and network managers. While the overall concept is aimed more at policymakers, individual modules such as benchmarking, cluster impact analysis and member satisfaction analysis can also be used by cluster and network managers themselves.
How exactly does the method work?
The cluster and network evaluation process depends on the questions asked. Surveys, interviews and workshops are used as instruments. This also includes the evaluation of existing analyses, data or reports. The results of the cluster and network evaluation are documented, for example, in reports with visualizations of the results.
What is the framework and theoretical background for the method?
The iit has many years of experience with clusters and networks: iit experts were significantly involved in the conception and methodological development of the benchmarking concept that has become an internationally recognized standard for cluster management excellence. Among other things, a benchmarking portfolio was developed in which more than 1,000 leading clusters in Germany and Europe are represented.

The cluster and network evaluation supports political decision-makers and program makers of cluster policy in proving whether cluster policy measures actually strengthen the competitiveness of regions and locations and the companies and research institutions operating in them. Cluster and network managers can determine their position and the satisfaction of their members with the services offered. The results of the cluster and network evaluation thus help to legitimize the spending of taxpayers’ money on the one hand and to fine-tune ongoing processes on the other.
