Analysis of the effects of the Higher Education Pact

The Higher Education Pact 2020 with its so-called first pillar is a federal-state program for the admission of additional first-year students at universities in Germany. Within the framework of the Pact, the Federal Government will provide around €20.1 billion between 2007 and 2023 for the expansion of study capacities, while the Länder will provide around €18.3 billion. On behalf of the German Federal Ministry of Education and Research (BMBF), the Institute for Innovation and Technology (iit) is investigating the effects of the first two program phases of the first pillar of the Higher Education Pact. The program is being evaluated with regard to the degree of achievement of objectives, the mode of action, the economic efficiency and accuracy of fit, using a combination of indicators and key figures as well as qualitative results. The results will be discussed against the background of changing conditions in the higher education sector. Attention will be paid to the impact of the federal funds made available through the Higher Education Pact.
