Ex-ante Evaluation in Adult Literacy and Basic Education
On behalf of the German Federal Ministry of Education and Research (BMBF), the Institute for Innovation and Technology (iit) is investigating possible follow-up measures for the German national strategy on adult literacy and basic education, the “Alpha Dekade” (2016-2026). Following an initial phase of international consultation, in which suggestions and experiences from other European countries were collected and evaluated, national experts from science, practice and politics will be interviewed. The results of this ex-ante evaluation will be combined with the results of the evaluation of different AlphaDekade programmes to produce recommendations for the design of follow-up BMBF activities in the field of adult literacy and basic education.
For this project, the iit draws on proven evaluation methods as well as the experience of the VDI/VDE-IT project management organization in the development and implementation of funding measures. For the international comparative analysis of strategies and approaches to adult basic education and literacy in OECD countries, the iit is cooperating with the Dutch education consultancy Artéduc.
